The short version: humectants draw water into the skin's surface, and they are the backbone of hydration – but two things the marketing skips. First, an unsealed humectant in dry air can pull water the wrong way, out of deeper skin, making things worse. Second, the famous one (hyaluronic acid) is matched or beaten in head-to-head studies by the cheapest one (glycerin). Best-evidenced: hyaluronic acid, glycerin, urea, panthenol (grade A/B). The trick is not the ingredient – it's sealing it in.
This is the most useful category to understand mechanically, because one physical fact explains every mistake people make with it.
A humectant is a water-magnet. Chemically hygroscopic, it draws water molecules toward itself and holds them in the skin's surface layers. Hyaluronic acid, glycerin, urea, panthenol, glycols – all the same basic job. This is why humectants are the core of "hydration": they put water where dehydrated skin needs it.
Now the catch nobody prints on the bottle. A humectant pulls water from wherever water is available – and if the air around you is dry enough, the most available water is inside your own deeper skin. An unsealed humectant in a dry environment can draw moisture up from the lower layers and let it evaporate off the top, leaving skin more dehydrated than before. The famous "hyaluronic acid made my skin drier" complaint is exactly this, and it is physics, not a bad product.
So the single rule that governs the entire category: draw water in, then seal it in. A humectant needs an emollient or occlusive layered over it, or applied to damp skin, or both. On its own, in dry air, it is half a system – and the missing half is where people go wrong.
The most-repeated humectant line, and a clean example of a lab number sold as a skin result. Hyaluronic acid can bind ~1,000 times its weight in water – as a raw polymer, under ideal laboratory humidity, in a dish. That is not a measurement made in your skin, and human trials that measured actual skin hydration never showed the benefit scaling with that ratio. The number is real chemistry; the implied "1,000× more hydrating" is not a clinical finding. Impressive-sounding capacity is not the same claim as a measured result – graded down accordingly.
