Identity
Colloidal oatmeal is finely-milled whole oat (Avena sativa) — not one active but a package of them. The fine milling is the point: it lets the oat's compounds disperse in water and reach the skin, which is why colloidal oatmeal behaves differently from ground breakfast oats. Because it is a whole-plant material, it has no single molecular identifier; its components (beta-glucan, avenanthramides, polysaccharides) each have their own.
Two facts make it unusual among botanicals. It is one of the few "natural" ingredients with a genuinely solid clinical case, and it sits on the cosmetic/OTC-drug boundary: in the US it is an FDA-recognised skin-protectant active. This entry is deliberately the cosmetic one — it grades soothing and barrier appearance and feel, and reports the regulatory status as context, never as a claim.

The honest framing for a cosmetic card: these mechanisms are real and are why oat feels so calming, but the strong versions of the story — "skin protectant", "treats eczema", "anti-inflammatory" — are drug claims under the US monograph and are kept out of this entry's claims.
