Two serums sit on the same shelf. Both list the same active. Both quote the same percentage on the front of the box. One does something for your skin over three months; the other does nothing at all. This is not a rare edge case — it is the normal state of the market, and it is the single most common reason people conclude that an ingredient "doesn't work for them" when the ingredient was never really in play.
The honest frame this guide runs on: a percentage describes how much of something went into the batch. It says nothing about whether that molecule survived the bottle, and nothing about whether it can get past the outermost layer of your skin. Both of those questions are decided by formulation — and formulation is largely invisible on the front of a package. What follows is how to read what is visible.
Percentage is a manufacturing fact, not a performance fact. It tells you the proportion of an ingredient in the mix at the moment of blending. Between that moment and the moment the product touches your face, three things can quietly erase it.
It can degrade before you open it. Many of the most-wanted actives are chemically fragile. L-ascorbic acid oxidises on contact with air, light, heat and trace metals, which is why it needs low pH and airless, opaque packaging — and why a serum that has turned dark orange has already lost much of what you paid for. Kojic acid oxidises and loses potency, which is why packaging that keeps out air and light is not a luxury for it but a condition of it working. A percentage printed on a box in a factory says nothing about what remains after months of shipping, shelf time, and a jar being opened twice a day in a warm bathroom.
It can be the wrong form. "Vitamin C" on a label may be L-ascorbic acid, or one of a family of derivatives — sodium ascorbyl phosphate, magnesium ascorbyl phosphate, tetrahexyldecyl ascorbate, ascorbyl glucoside, ethyl ascorbic acid — which are more stable and better tolerated but must be converted in the skin, at efficiencies that vary by derivative and by person. They are not interchangeable with L-AA at the same nominal percentage, and no human trial has placed a derivative beside L-ascorbic acid at matched concentration and endpoint to establish that they are. The number is the same; the molecule is not.
It can be unable to reach anything. This is the big one, and it gets its own section.
Your outermost skin layer, the stratum corneum, is a barrier that evolved specifically to keep things out. It is very good at its job. Whether an active does anything at all depends first on whether it crosses that barrier — before efficacy, before concentration, before anything else.
Molecular size is the crude gate. As a rough rule, molecules much above ~500 daltons struggle to cross intact skin, which is precisely why many peptides have a delivery problem: they are large by that standard. Hyaluronic acid is the familiar example — high-molecular-weight HA sits on the surface forming a moisture-holding film, while lower-weight fractions penetrate further, and the label word "hyaluronic acid" covers both.
Copper peptides are the cleanest illustration of the whole problem, which is why they anchor this article. GHK-Cu has one of the deeper research trails in cosmetic ingredients, and it also barely penetrates intact skin. An unformulated copper peptide serum at an impressive percentage can be, functionally, an expensive way to moisturise.
Now put the two facts together. A brand can legitimately advertise a headline percentage of an active that cannot reach its target in that formulation. Nothing false has been said. The number is accurate. It is simply answering a question you didn't ask.
Here is the good news: the front of the package is marketing, but the back is regulated. The INCI list is ordered by concentration, highest first (with a conventional relaxation below the 1% threshold, where ingredients may be listed in any order). That ordering is a real, enforceable signal, and it is free to read.
The practical technique is to find your hero active and see what it sits next to.
Above or near the top — with water, glycerin, the main humectants and emollients — means it is present at a meaningful proportion.
Below the preservative system (phenoxyethanol, ethylhexylglycerin, sodium benzoate and similar) means you have crossed roughly into the sub-1% zone, because preservatives are used at fractions of a percent.
Below the fragrance allergens — the linalool, limonene, citronellol, geraniol cluster that appears at the very end of many lists — means the active is present in trace amounts. It is on the label for the label.
This is exactly the pattern independent commentary keeps finding with copper peptides: in a large share of products, Copper Tripeptide-1 sits below niacinamide, below the preservatives, sometimes below the fragrance allergens — placing the actual peptide content in the hundredths or thousandths of a percent, with no encapsulation, no pH protection, and no delivery strategy. The bottle still says "copper peptide serum," and that is true.
Two caveats keep this honest. Sub-1% ordering is unreliable by design, so you cannot rank two trace ingredients against each other. And low position is not automatically bad — retinoids, salicylic acid and many active molecules are effective at low percentages, and a well-designed formula may deliberately keep an active low. Position tells you magnitude, not adequacy. Combine it with knowing what a reasonable use level for that ingredient actually is.
Percentage is the fifth-most useful thing to know. In descending order of what actually decides whether a product does anything:
Can the molecule get in? Size, charge, and whether the formula does anything about it — encapsulation, liposomes, penetration enhancers, an appropriate vehicle. For anything large or hydrophilic, this is the whole game.
Is the molecule still intact? Correct pH, opaque or airless packaging, minimal headspace, sensible storage. L-ascorbic acid needs pH below about 3.5 to penetrate at all — which is itself a formulation constraint, not a marketing choice — and a formula that ignores this delivers a stable, comfortable, inert product.
Is it the form that was studied? Trials are run on specific molecules. Derivatives, salts and "next-generation" versions inherit the reputation, not automatically the evidence.
Where does it sit in the INCI list? The free, regulated signal described above.
Only then: what percentage does the box claim? A correctly formulated 5% will outperform a badly formulated 20% every time, and higher is not reliably better even in principle — with L-ascorbic acid, for instance, there is no consistent evidence that above 15% delivers more benefit, while irritation and stability problems increase.
You cannot audit a formula from the outside, and it would be dishonest to suggest otherwise. Brands do not publish stability data, and "clinically proven" attaches to the finished product only rarely — most often the claim borrows from studies on the raw ingredient, tested in conditions that may bear no resemblance to the formula in your hand. But you can do four cheap things. Read the INCI list and locate your active in it. Prefer opaque, airless packaging for anything known to be unstable — vitamin C above all. Treat a headline percentage as a claim about the batch, not about your face. And take a colour or texture change seriously: with L-ascorbic acid, darkening to orange or brown is a visible signal that significant degradation has occurred, and it is the rare case where the product tells you the truth directly.
The reframe worth keeping: when a well-evidenced ingredient does nothing for you, the ingredient is often not the thing that failed. A percentage is the beginning of the question, not the answer to it — and the most informative surface on the package is the small print on the back.

Does the percentage of an active ingredient matter? It matters far less than the packaging implies. A percentage describes how much of an ingredient went into the batch — it says nothing about whether the molecule is still intact by the time you use it, whether it is the form that was actually studied, or whether it can cross the outer layer of your skin at all. A well-formulated product at a modest percentage routinely outperforms a poorly formulated one at a high percentage. With some actives, higher is not better even in principle: for L-ascorbic acid there is no consistent evidence that concentrations above about 15% deliver more benefit, while irritation and instability increase. Treat the number as one input among several, and a fairly weak one.
How do I tell how much of an ingredient is in a product? Read the INCI list on the back, which is ordered by concentration from highest to lowest. Find your active and see what surrounds it. Sitting near the top, among water and the main humectants, means a meaningful proportion. Sitting below the preservative system (phenoxyethanol, ethylhexylglycerin and similar) means you are roughly below 1%. Why do two products with the same ingredients work differently? Because the ingredient list is not the formula. The same active can differ in molecular form (L-ascorbic acid versus a derivative, or high versus low molecular weight hyaluronic acid), in stability (whether the pH, packaging and storage keep it intact), and in delivery (whether the formula does anything to help it cross the skin barrier). Add differences in the vehicle, in penetration enhancers or encapsulation, and in how much is actually present, and two products that read almost identically on the back can behave completely differently on skin. This is why "same actives, same percentage" is not the same as "same product."
What does it mean if an ingredient is at the bottom of the INCI list? It means the ingredient is present in a small amount — below roughly 1%, and if it sits below the fragrance allergens, in trace quantities. Sometimes this is legitimate: several actives are effective at low percentages, and some ingredients are included for texture, preservation or fragrance rather than as heroes. But when a heavily advertised "hero" ingredient appears near the very end of the list, it is usually there so it can be named on the front of the box, not because it is doing meaningful work. The position tells you the magnitude; whether that magnitude is adequate depends on what the ingredient is.
Why don't copper peptides work in most products? The limiting factor is penetration, not popularity. GHK-Cu barely crosses intact skin, so unless a formula does something specific about delivery, the peptide largely stays on the surface regardless of the percentage claimed. Compounding this, in a large share of products Copper Tripeptide-1 appears low in the INCI list — often below the preservative system — placing the actual content in the hundredths or thousandths of a percent, with no encapsulation or pH protection. How can I tell if my vitamin C serum has gone off? Colour is the one honest signal in skincare, and L-ascorbic acid provides it. A fresh serum is clear to pale yellow; significant darkening to orange or brown indicates substantial oxidation and degradation of the active. That is a reason to discard it, and a reason to buy vitamin C in opaque or airless packaging with minimal headspace, store it away from heat and light, and avoid large jars you will open daily for months. Stable derivatives largely avoid this problem, but they deliver active only after conversion in the skin, so they are a different trade rather than a straightforward upgrade.
Is "clinically proven" on a product meaningful? Usually less than it sounds. The phrase most often refers to studies on the raw ingredient, conducted at concentrations, pH values and delivery conditions that may bear no relationship to the finished product on the shelf — and it is rarely the product itself that was tested. It can also attach to consumer-perception surveys rather than instrumented measurements. None of this means the ingredient is useless; it means the phrase is not evidence about that particular formula.
