What Does "Non-Comedogenic" Actually Mean? (And Why the Label Guarantees Nothing)

"Non-comedogenic" is one of the most trusted words on a skincare label — the reassurance acne-prone shoppers scan for, the claim that says "this won't clog your pores." It's printed on cleansers, moisturisers, sunscreens, foundations. And legally, in most markets, it means almost nothing at all.

Start with the word itself. Comedones are the clinical term for clogged pores — open comedones are blackheads, closed ones are whiteheads. An ingredient or product that causes them is "comedogenic"; one that doesn't is "non-comedogenic." Simple enough. The problem isn't the definition — it's that there's no agreed standard for who gets to make the claim.

The FDA explicitly does not define "non-comedogenic." No universal test is required before a brand prints it on a label. Which means it's a marketing claim, not a guarantee — and its usefulness depends entirely on knowing where the idea came from.

Where the label comes from: rabbit ears

The concept dates to the 1970s and 80s, when dermatologists Albert Kligman and James Fulton set out to test which ingredients clog pores. Their method — the rabbit ear assay — applied pure ingredients to the inside of rabbits' ears, chosen precisely because rabbit ear skin forms comedones far more readily than human skin. From this came the comedogenic scale of 0 to 5, where 0 is non-comedogenic and 5 is highly comedogenic. In theory, a "non-comedogenic" product contains only ingredients rated 0 or 1. That scale is still quoted across the internet today.

The trouble is baked into the model. Rabbit ears are so sensitive that they throw false positives — ingredients that are perfectly fine on human faces get flagged as pore-clogging. Later human testing (using a technique called cyanoacrylate follicular biopsy) tried to correct this, but those studies used small samples and were often done on backs and legs, not faces. The animal model consistently overestimates comedogenicity in real human skin.

Why the ratings don't transfer to real products

Even setting the rabbit problem aside, ingredient ratings don't map cleanly onto finished formulas — for three concrete reasons:

  • Concentration matters. An ingredient that's comedogenic at 100% is often far less so at the 2% used in an actual serum. The rating tests the pure ingredient, not the dose you'll encounter.
  • Interactions aren't captured. A finished product is a mixture, and ingredients can buffer or amplify each other. The scale rates them in isolation — which is why, as far back as 1989, the American Academy of Dermatology recommended that products with three or more non-comedogenic ingredients still be tested as a whole, because the combination can behave differently.
  • Newer ingredients aren't rated. The original studies covered a limited list. Many modern ingredients — newer silicones, peptides, botanical extracts — were never formally assessed at all.

But the scale isn't useless — the honest middle

Here's where it would be easy to overcorrect into "comedogenicity ratings are worthless." They're not. Despite the flaws, they remain the best screening tool available, and dermatologists and estheticians who specialise in acne genuinely use them. The reason: the extremes are informative. Ingredients rated 4 or 5 — heavy oils and certain fatty-acid esters like cocoa butter, wheat germ oil, isopropyl myristate, and octyl palmitate — are reliably problematic for most acne-prone people, even at moderate concentrations. The high end of the scale earns its reputation.

What breaks down is the label and the middle. "Non-comedogenic" on packaging isn't a tested guarantee, and a mid-range rating tells you little about how a specific formula behaves on your face.

The one test that actually matters

For acne-prone skin, the ratings are a reasonable first filter — worth avoiding the known 4s and 5s. But the label "non-comedogenic" is a starting point, not a verdict. Comedogenicity is individual: an oil that breaks one person out is another's staple. The only test that truly settles it is how a specific product behaves on your skin over a few weeks — introduced one at a time, so you can actually tell what did what.
