Why Your Moisturiser Suddenly "Releases Formaldehyde"

You have used the same shampoo for two years. Same bottle, same smell, same formula. Then you turn it over in the shower and there is a line on the back that was not there before:

Releases formaldehyde.

Nothing about the product changed. The ingredients list is identical. The manufacturer did not quietly add anything. And yet a word that most people associate with laboratory specimens is now printed on something you put on your body.

Here is the part worth sitting with: the product did not change. The rule did. And the gap between those two facts is where almost every panic about cosmetic labels lives.

The short answer

A European rule lowered the level at which a product must carry a formaldehyde warning — by a factor of fifty. Products that were legally silent yesterday are legally required to speak today, with no change to what is inside them.

The warning is not a safety verdict. It is a targeted message for one specific group: people who are already allergic to formaldehyde and need to avoid even trace exposure. If that is not you, the label tells you something true about the formula and nothing at all about whether it is bad for you.

That distinction is the whole article.

What actually happened

Formaldehyde itself is banned as a deliberate cosmetic ingredient in the EU. It is classified as a carcinogen (Category 1B) and a skin sensitiser (Category 1), and Article 15 of the Cosmetics Regulation prohibits substances in that class outright. Nobody is adding formaldehyde to face cream.

What is permitted is a family of preservatives that release small amounts of formaldehyde slowly, in water, as part of how they work. On a label they appear as DMDM hydantoin, imidazolidinyl urea, diazolidinyl urea, quaternium-15, sodium hydroxymethylglycinate, or 2-bromo-2-nitropropane-1,3-diol (bronopol). None of those words contains "formaldehyde," which is exactly why the warning exists.

Until now, the threshold that triggered the warning was 0.05% — 500 parts per million. In 2021 the EU's Scientific Committee on Consumer Safety looked at that number again and concluded it did not do the job it was written to do: people already sensitised to formaldehyde were still developing contact dermatitis from products sitting comfortably below it.

Commission Regulation (EU) 2022/1181 acted on that opinion. Two things changed:

  • The threshold dropped from 0.05% to 0.001% — from 500 ppm to 10 ppm.
  • The wording changed from "contains formaldehyde" to "releases formaldehyde" — a more accurate description of what these preservatives actually do.

Manufacturers were given four years. Products meeting the old rule could be placed on the EU market until 31 July 2024, and sold through existing stock until 31 July 2026. The United Kingdom, which had diverged after Brexit, published matching amendments in January 2026, applying from 15 July 2026.

Which means this month is when the shelves finish turning over. If you are noticing the warning for the first time, you are not imagining it — you are watching a four-year transition period end.

Why a preservative releases formaldehyde on purpose

This part gets skipped, and it is the part that makes the rest make sense.

Anything containing water — and that is most cosmetics — will grow bacteria, yeast, and mould. Not eventually. Quickly. A preservative-free cream in a warm bathroom is a growth medium with a lid. Contaminated cosmetics cause real infections, and the consequences of getting preservation wrong are considerably more immediate than the consequences of getting it slightly over-cautious.

Formaldehyde-releasing preservatives solve this elegantly. They sit in the formula and shed tiny quantities of formaldehyde over time, maintaining a hostile environment for microbes across the product's whole life rather than exhausting themselves in the first month. They are effective against a broad range of organisms, they are cheap, and they are stable across the pH range most products live in.

They are, in other words, good at their job. That is why they are still legal, and why regulators lowered a labelling threshold rather than banning the category.

Who the warning is written for

Contact allergy to formaldehyde is a real, diagnosable condition. It is identified with patch testing, usually by a dermatologist, and someone who has it can react to exposures far below the level that affects anyone else.

For that person, the old 0.05% threshold was a trap: a product could legally contain enough released formaldehyde to trigger dermatitis while carrying no warning at all. Lowering the threshold to 0.001% closes most of that gap. The label now appears early enough to be useful to the people who need it.

This is what a well-designed warning looks like. It is not a general alarm. It is a specific signal aimed at a specific group, and it works precisely because it does not try to be a verdict on the product.

If you have never been patch-tested and have never had an unexplained rash from a leave-on product, the warning is information about the formula's preservation strategy. It is not a finding about your skin.

What the label does not tell you

Four things, and each one is a gap that marketing will rush to fill:

It does not tell you the amount. The threshold is 0.001%. A product carrying the warning released more than that. It could be 11 ppm or it could be considerably more — the label reports that a line was crossed, not where the product sits above it.

It does not tell you the product is unsafe. A warning is a communication requirement, not a risk score. The same formula was legal and unlabelled last year and is legal and labelled this year. Its safety assessment did not change.

It does not tell you the alternative is better. "Formaldehyde-free" preservation is not automatically gentler. Methylisothiazolinone — one of the substitutes brands reached for when formaldehyde releasers became a marketing liability — produced a wave of contact allergy significant enough that the EU restricted it in leave-on products. Swapping a known sensitiser for a different sensitiser is not a safety improvement; it is a change of which people react.

It does not tell you anything about the actives. This is the one that matters most for how you actually choose products. The preservative system and the performance of the formula are unrelated questions. A serum can carry the warning and contain a well-evidenced active at a studied concentration. A serum can be beautifully preserved and contain nothing that has ever been tested on a human face.

What to do with the information

If you have a diagnosed formaldehyde allergy, the answer is simple and the warning is doing exactly what it was written to do: avoid the product, and now you can see which ones to avoid at a glance instead of memorising six INCI names.

If you do not, and a product has worked for you for two years without incident, the appearance of a warning is not new evidence about that product. Your two years of using it without a reaction is better evidence about your own skin than any label can be.

If you are choosing between products and would rather avoid this preservative family — a legitimate preference, not a scientific position — look for the six names above in the ingredients list rather than relying on the warning. The warning tells you a threshold was crossed; the ingredients list tells you which preservative is in there.

And if you have an unexplained, persistent rash from a leave-on product, that is a conversation for a dermatologist and a patch test, not for an ingredients app. Self-diagnosing a contact allergy from a label is how people eliminate the wrong ingredient and keep the reaction.

The wider point

This is a small, well-designed regulatory change, and it will almost certainly be misread on a large scale. Within weeks there will be lists of "products that release formaldehyde," and the word will do the work that the word always does.

But look at what actually happened here. A committee decided that a threshold written years earlier was not protecting the people it was meant to protect. The threshold was lowered by a factor of fifty. Manufacturers got four years to relabel or reformulate. Nothing was banned, nothing became more dangerous, and a specific group of allergic consumers can now see something they previously could not.

A label is a legal artefact, not a safety score. It records what a regulator decided must be disclosed, at what level, in what words, on what date. Read that way, the new warning is genuinely useful. Read as a verdict, it is misleading in both directions — frightening for people it was never about, and no help at all in judging whether the product does anything.

Which is the same lesson as the percentage on the front of a serum bottle, arriving from the opposite direction.
